The 13″x19″ print dimensions refer to the page size on which the picture is printed upon.  White margins will be present to allow for the picture to be matted when framed.  

The 8″x10″ print dimensions refer to the actual size of the picture on the page.  The paper size may be larger, but can be trimmed accordingly for framing. 

Municipalities and other states may impose additional taxes, which could affect the listed prices.
